= base64 encoded and packed

The base64 encoding has a constant linear cost.

The encoded values are 134% of the raw string.

The XML markup version adds a constant size

increase of 15 characters per value (assuming

an average indent of 8 characters in the pretty

version we currently produce.

Worst case for the XML markup is 150% increase

for a single character string.

For strings 12 characters or longer the XML

more efficient base64 representation.
